The annual budget of the laboratory requirements is of the order of Rs 250 Million.  A committee of needs chaired by the Director Laboratory Services (DLS) and assisted by Heads of Departments, is set up every year to plan the annual requirements (reagents, consumables, etc) for Health Laboratory Services (CHL, regional hospital and peripheral laboratories).
 The Annual Requirements is transmitted to the Head Office of the Ministry for vetting and onwards approval of funds.  The Procurement & Supply (P&S) department at CHL is responsible for stock management, contract administration, monitoring of timely delivery and distribution of stores items.  To avoid stock-out situations, the department resorts to bridging quotations up to an authorized threshold of Rs 100,000 per item for procurement exercise not exceeding Rs 500,000.  All procurement done at CHL is regulated by the Public Procurement Act (2008).
